
Reuse of obsolete ICT equipment
The Norwegian central procurement body launched a framework agreement for the reuse and recycling of ICT equipment across 191 government organisations. The service includes collection, secure data deletion, sorting, and preparation for reuse or recycling, replacing fragmented individual contracts with a unified national approach. Developed through extensive market consultation, the tender was divided into regional lots to encourage participation from suppliers of all sizes. Award criteria prioritised quality and reuse strategies over price, supported by a profit-sharing model for equipment sold on secondary markets. Within its first quarter, the agreement enabled the reuse of more than 4 000 ICT units, cutting CO₂ emissions, energy consumption, and chemical use, while also fostering social inclusion by requiring 20 per cent of the workforce to include disadvantaged groups.
