Lund’s Mobility Service redefined how the municipality manages its transport needs by shifting from individual vehicle ownership to shared and need-based mobility. Instead of each department owning cars, all transport requests now go through a central unit that assesses necessity and promotes alternatives such as bicycles, e-bikes, or shared vehicles. This shift from possession to access reflects a circular mindset, focusing on optimising resources rather than expanding fleets. Through digital booking, keyless systems, and on-site bicycle services, the initiative reduced emissions and costs while fostering behavioural change across the organisation.
