Kolding Municipality explored the construction of additional office space using 100 per cent reused materials while remaining within a fixed budget. The aim was to create an integrated and flexible work environment that strengthened collaboration across departments while minimising environmental impact. The project team adopted an innovative procurement approach, inviting suppliers to propose buildings within the budget and evaluating options based on value for money, reuse potential, and quality. The project also demonstrated the benefits of reversing traditional tender processes, focusing on delivered value rather than price, and setting ambitious circularity targets to stimulate creativity and innovative solutions in construction.
